Clyde Shanks has been retained planning adviser to the Becon Consortium in managing all aspects of the planning process for arc 21’s proposed £250million residual waste management facility. This embraces the technologies of MBT (Mechanical and Biological treatment – the recovery of all materials of recyclable value) and EfW (Energy from waste – utilising residual waste as a fuel to generate heat and electricity).
We secured recommendation to approve from DoE Strategic Projects team and endorsement from all of its consultees in July 2015. The Minister subsequently rejected this and issued a notice of opinion to refuse which is the subject of a request for a hearing before the PAC.
